Skills Development

Skills development is a policy and economic framework aimed at building the competencies and capabilities of the workforce through structured training, education and workplace learning programmes. In South Africa, it forms a central pillar of labour market policy, designed to address skills shortages, reduce unemployment and improve productivity across all sectors of the economy. The framework is underpinned by the Skills Development Act of 1998 and the Skills Development Levies Act of 1999, which together establish a levy-grant system requiring employers to contribute a percentage of their payroll to fund training initiatives. These funds are administered by sector education and training authorities (Setas), which coordinate skills planning and accreditation within specific industries. Skills development encompasses both formal qualifications and workplace-based learning, including learnerships, apprenticeships, internships and short courses. The system prioritises previously disadvantaged groups, youth and the unemployed, with the aim of promoting equity and economic inclusion. Digital skills have become an increasingly important focus area, reflecting the demands of the Fourth Industrial Revolution and the shift towards technology-driven industries. Employers who invest in accredited training can claim rebates from the skills levy, incentivising participation. The Department of Employment and Labour oversees national skills policy, working alongside the National Skills Fund and the Quality Council for Trades and Occupations. Despite its ambitions, the system has faced criticism over inefficiencies, weak governance within some Setas and misalignment between training outputs and actual labour market needs. Skills development remains a key instrument in South Africa's efforts to tackle structural unemployment and build a competitive, inclusive economy.
