Pipelines

Pipelines are fixed networks of pipe used to transport crude oil, natural gas, refined products or other fluids over land and, in some cases, undersea, from production sites to refineries, storage terminals or export markets. In the energy sector they form the backbone of midstream infrastructure, linking upstream extraction, such as oil sands operations, to downstream processing and consumption. Pipeline operators typically hold long-term contracts with producers and charge tariffs based on volume and distance, generating stable, regulated revenue streams. Major pipeline companies, including firms such as Enbridge, operate extensive cross-border networks connecting producing regions like Alberta to refining hubs and coastal export terminals. Pipelines are generally regarded as a lower-cost and lower-emission transport option compared with rail or truck, though new pipeline projects often face regulatory delays, environmental opposition and Indigenous consultation requirements. Capacity constraints on existing pipeline networks have historically weighed on prices received by landlocked producers, particularly in Canada's oil sands region, prompting investment in new lines and expansions. Safety, spill risk and greenhouse-gas footprint are recurring points of public and regulatory scrutiny. Pipeline development is closely tied to broader energy and climate policy, with governments balancing energy security and economic considerations against emissions-reduction commitments. The sector remains central to debates over energy transition timelines in producing jurisdictions such as Canada.
