Phil Hoskins

Phil Hoskins is chief executive officer of Atomic Eagle, an ASX-listed uranium exploration and development company formed through the November 2025 merger of GoviEx Uranium and Tombador Iron. Under his leadership, Atomic Eagle has built a dual-asset uranium platform spanning the Muntanga uranium project in Zambia and the Madaouela uranium project in Niger. Hoskins oversaw negotiations with the Niger government that re-established the company's interest in Madaouela, after GoviEx's mining rights there were withdrawn following a 2023 coup, resulting in a new mining convention granting Atomic Eagle a 60% interest and operational control. He has also guided the Muntanga project through environmental- and social-impact assessment and resettlement action plan approvals from Zambian authorities, and overseen resource-growth drilling programmes that expanded the project's mineral resource base. Hoskins regularly comments on the company's exploration results, metallurgical testwork and funding position, framing Atomic Eagle's strategy around growing resource scale before committing to development decisions. He has described Muntanga as a development-ready asset positioned to benefit from an expected structural deficit in uranium supply. Hoskins has worked alongside Atomic Eagle's board, including chairperson Grant Davey and nonexecutive director Govind Friedland, in steering the company's African uranium strategy.
