TEBA workshop highlights efficient contractor workforce risk management

More than 250 delegates attended The Employment Bureau of Africa’s (TEBA’s) contractor workshop on  October 2 to explore practical solutions for safer, faster and more compliant workforce management.

Contractors are central to South Africa’s mining industry, providing the skills, capacity and flexibility mines need to operate safely and efficiently. However, complex onboarding, compliance, recruitment and workforce-administration requirements across multiple operations can divert resources from their core work.

These challenges were the focus of TEBA’s contractor workshop on October 2. More than 250 delegates attended, reflecting the relevance of TEBA as a service provider, the scale of the contractor ecosystem, and the demand for practical, consistent support that meets mine-specific requirements.

Reducing People-Related Risk

TEBA’s starting point is simple: the right person, with the right identity, skills and work history, must reach the site. Its onboarding and screening processes help manage risks linked to fraudulent identity documents, inaccurate service histories, unverified qualifications and inconsistent employee records. Biometric identity verification anchors each worker’s Golden Record—a verified profile combining biographical information, employment history and supporting documents that follows the worker throughout a mining career.

This strengthens recruitment and onboarding assurance, supports audits and investigations, and reduces duplication when employees move between operations. Workers also gain a verified service record that can support future employment and relevant post-employment claims.

Better Data, Stronger Employee Outcomes

Accurate employee information remains valuable beyond onboarding. TEBA’s process includes updated beneficiary nominations and secure retention of relevant records. This improves administration and supports faster, better-informed claims and benefit investigations.

The resulting data and insights help customers streamline operations and avoid duplication.

Footprint that Supports Operations

TEBA’s footprint across mining and labour-sending areas is a key differentiator. Contractors may operate at remote sites while their human resources, payroll and compliance teams are centralised elsewhere. TEBA supports recruitment, interview logistics, onboarding and document administration closer to where employees live and work.

Its network also supports tracing former employees or beneficiaries, occupational-health follow-up, home-based support, cross-border labour processes and communication with families after serious incidents—giving contractors access to established infrastructure in every region.

Supporting Compliant Cross-Border Employment

Cross-border employment remains important to mining but brings detailed immigration, movement and deferred-pay obligations. TEBA specialists outlined requirements for employees from Botswana, Eswatini, Lesotho and Mozambique, including corporate-visa documentation, border processes and annual returns under bilateral labour arrangements.

TEBA also administers deferred pay for eligible workers from Lesotho and Mozambique, helping employers meet their obligations and channel funds to workers or their families. Its systems, institutional knowledge and relationships with authorities reduce avoidable compliance failures and operational disruptions.

Recruitment that is Faster, Fairer and More Accessible

The workshop also demonstrated TEBA’s WhatsApp-based e-recruitment platform. Candidates can register, submit biographical information and supporting documents, and apply for opportunities through a familiar, low-data channel. Contractors receive structured long lists aligned with vacancy requirements instead of manually processing large volumes of paper CVs.

The platform improves applicant visibility across occupational levels and reduces candidates’ printing and travel costs. It also supports community skills audits, helping contractors and mines understand the available talent pool before a project or operational ramp-up.

The workshop reinforced a clear message: contractors need reliable people processes, regulatory compliance, accessible recruitment channels and consistent workforce data to manage risk and deliver efficiently.
