Project Description
The project forms part of a wider initiative that also includes the significant expansion of Phoenix Tailings’ existing US processing facilities. It involves construction of a fully integrated rare earth separation and metallisation facility.

The  Freedom facility will be designed to process a diverse range of feedstocks, including rare-earth concentrates from mines, recycled materials and secondary sources.

Processing will encompass separation, through which individual light and heavy rare-earth oxides are isolated from ores and concentrates, and metallisation, which converts the oxides into pure rare-earth metals and alloys.

The plant is planned to produce light and heavy rare-earth metals for permanent magnets, defence systems, energy infrastructure, automotive applications, electronics and advanced manufacturing. However, Phoenix Tailings has not disclosed the Freedom facility’s product mix or production capacity.

Capital Expenditure
The project is part of an estimated $1-billion financing initiative supporting construction of the Freedom facility and expansion of Phoenix Tailings’ existing production operations. The US Department of War: Office of Strategic Capital has conditionally committed $500-million in long-term debt financing. The balance is expected to comprise additional private capital.
