Extended Producer Responsibility

Extended Producer Responsibility is an environmental policy approach that makes producers responsible for the entire lifecycle of their products, including collection, recycling and disposal after consumer use. The principle shifts the financial and operational burden of waste management from municipalities and taxpayers to the manufacturers and importers who place products on the market. Under EPR schemes, producers typically fund or organise take-back systems, recycling infrastructure and end-of-life treatment for their products, creating incentives to design goods that are easier to recycle or less harmful to the environment. The policy has been adopted across numerous countries and sectors, including packaging, electronics, tyres, batteries and vehicles. In South Africa, EPR regulations were introduced under the National Environmental Management: Waste Act, with the Department of Forestry, Fisheries and the Environment publishing sector-specific notices that require producers to register, meet collection and recycling targets, and report on their performance. Industry bodies such as Plastics SA and the Southern African Vinyls Association play coordinating roles in implementing EPR for plastics and PVC products. EPR is closely linked to the circular economy and product stewardship frameworks, aiming to reduce landfill waste, conserve resources and promote sustainable production and consumption patterns. The approach has gained traction as governments seek to address mounting waste challenges and hold producers accountable for the environmental impacts of their products throughout the value chain.
