Increasing the number of PPP in South Africa

South Africa has significant experience with PPPs, but the pace of new transactions have been limited.  According to National Treasury, 35 PPP projects have been completed in South Africa since the introduction of PPPs in 1998, with a combined estimated value of R91.4 billion. These projects have covered sectors including transport, health, water and sanitation, correctional services, tourism and information technology.

The stagnations remained unchanged for 15 years. But now, PPP’s in SA are entering a new phase following reforms to National Treasury Regulation 16, which took effect on 1 June 2025. The changes introduce a more proportionate PPP framework, including a simplified process for projects valued below R2 billion, aimed at reducing regulatory complexity and improving the preparation and delivery of infrastructure projects.

Pinpoint Stewards, a women-owned conference company, will host the 2026 PPP Reforms Conference on 25–26 November 2026 at the Indaba Hotel in Fourways, Johannesburg.

Under the theme “Fast-Tracking Critical Projects in SA Through Shared Service Delivery,” the conference will aim to develop practical strategies and successful case studies for moving infrastructure projects from planning to accelerated implementation.

The speaker panel includes: Gauteng MEC for Roads and Transport, Transnet, DBSA, CSIR, Western Cape Government, Mogale City Local Municipality, GIBB, African Development Bank, PRASA.

Why get involved?

The current reforms present an opportunity not only to increase the number of Public-Private Partnerships (PPPs), but also to strengthen the quality, viability and readiness of projects entering the market. Effective collaboration between government and business will be essential in translating these opportunities into sustainable outcomes.

“All stakeholders recognise the potential benefits of Government-Business Partnerships. Some may ask, ‘Why should the private sector save government?’ But the reality is that we need to consider what will happen if they don’t work together,” says conference organiser Sudhira Sewsunker.  “More PPPs have been forged in recent months, demonstrating the willingness of both the public and private sectors to influence change through shared service delivery,” adds Sewsunker.

Topic will range from: What A Successful PPP should look like, Project Preparation,  Leveraging AI, Advanced Technologies and Innovation Ecosystems, from Pipeline to Implementation: Preparing, Packaging and Bringing Infrastructure Projects to Market, Improving Project Preparation, Reducing Financial Risks and Strengthening Project Monitoring, Municipal-Level Partnerships: Expanding Infrastructure Concessions and Addressing Funding Constraints and De-Risking Infrastructure Delivery

A Practical Session on Drafting PPP and MOU agreements looking at key tips and loopholes to avoid. Outlining ways towards stronger project preparation and structuring guidelines.

Moving from reform to delivery

The central focus of the conference is to help bridge the gap between policy reform and infrastructure implementation.

The 2026 PPP Reforms Conference will create a space for these stakeholders to examine the opportunities created by the revised framework and identify practical ways to build a stronger project pipeline, mobilise investment and accelerate delivery.

The conference is expected to attract infrastructure project managers, transaction advisers, legal practitioners, municipalities, financial institutions, development-finance institutions, state-owned enterprises and private-sector investors.

Over the past five years, Pinpoint Stewards has established itself as a research and conference organisation focused on addressing critical issues facing South Africa.
