Roger Baxter

Roger Baxter is a South African mining executive and industry representative who serves as chief executive of the Minerals Council South Africa. He leads the organisation's advocacy on policy, regulation, safety, transformation and competitiveness for the country's mining sector. Baxter has held the chief executive role at the Minerals Council since 2015, having previously served as the organisation's chief economist and head of economics. He is a frequent commentator on mining investment, labour relations, electricity supply, regulatory reform and the contribution of mining to South Africa's economy. Baxter represents the industry in engagements with government, labour unions and civil society, and speaks regularly at conferences including the Joburg Indaba and Mining Indaba. He holds degrees in economics and has built his career around mining policy and economic analysis. Before joining the Minerals Council, Baxter worked in economic research and advisory roles within the mining sector. He is regarded as a leading voice on the challenges and opportunities facing South African mining.
