Municipal Finance

Municipal finance is the sector concerned with the funding, budgeting, revenue collection and financial management of local government authorities. It encompasses the systems and processes through which municipalities raise revenue, allocate resources, deliver services and maintain fiscal sustainability. Revenue streams typically include property rates, service charges for water and electricity, government grants and transfers, and various fees and levies. Municipalities are responsible for funding essential infrastructure such as water reticulation, sanitation, roads, waste management and public facilities. In South Africa, municipal finance operates within a framework established by the Municipal Finance Management Act and the Constitution, which assigns specific functions and revenue-raising powers to local government. The sector faces persistent challenges including weak revenue collection, aging infrastructure, capacity constraints and service delivery backlogs, particularly in smaller and rural municipalities. National and provincial governments provide equitable share allocations and conditional grants to support municipal budgets, though fiscal stress remains widespread. Credit ratings, audit outcomes and financial viability assessments are key indicators of municipal financial health. The sector is central to local economic development and the delivery of constitutional rights to basic services. Effective municipal finance underpins service delivery, infrastructure investment and the developmental mandate of local government across the continent.
