Digital Skills

Digital skills refer to the competencies individuals and workers need to use, develop and manage digital technologies, ranging from basic computer literacy and internet use to advanced capabilities in coding, data analysis, cybersecurity and artificial intelligence. The scope of the term spans foundational skills required for everyday participation in a digitalised economy through to specialist expertise needed to build and maintain data centres, cloud platforms and AI systems. Digital skills are widely regarded as a critical enabler of economic diversification, productivity growth and job creation, particularly in emerging markets seeking to participate in the global digital economy. In sub-Saharan Africa, gaps in digital skills are frequently cited alongside constraints in electricity supply, internet access and data centre infrastructure as barriers to realising the benefits of artificial intelligence and broader digitalisation. Governments, multilateral institutions such as the International Monetary Fund, and technology companies including Microsoft, NVIDIA and Cassava Technologies have highlighted skills development as a priority alongside infrastructure investment. Countries such as Kenya, Nigeria, South Africa, Egypt and Morocco have launched initiatives to expand training in coding, data science and AI-related disciplines, often in partnership with international technology firms and development agencies. The digital skills gap is closely linked to broader socioeconomic factors, including access to quality education, electrification and affordable internet connectivity. Analysts and economists, including researchers at the IMF, have warned that without adequate investment in digital skills, the continent risks being left behind in the adoption of transformative technologies such as artificial intelligence. Addressing the gap is seen as essential for enabling local workforces to benefit from, rather than be displaced by, automation and AI-driven change. The issue features prominently in policy discussions on Africa's readiness for the Fourth Industrial Revolution.
