WA introduces PoW, mining proposal assessment fees

PERTH (miningweekly.com) – The Western Australian government would introduce fees for assessing programme of work (PoW) and mining proposal applications; however, these charges would be waived for exploration or prospecting work deemed “low impact”.

“Activities which disturb less than 0.25 ha and do not take place on land classified as a reserve will be fee-free.

“We continue to work with explorers and prospectors to ensure these charges will not be an unfair burden,” Mines and Petroleum Minister Bill Marmion said.

The fee system followed extensive consultation with industry, including with the Amalgamated Prospectors and Leaseholders Association, with Marmion saying on Wednesday that there were increasingly high expectations on managing and caring for Western Australia’s unique environment.

“These fees are being introduced to help meet those standards and ensure the mining industry retains its strong community support to continue building our state’s future,” he added.

During the consultation process, the proposed fees were cut by almost 50% and suggested yearly charges were dropped altogether. The fees have been set at A$6 950 per mining proposal application, which could be valid for the life of a mine, and A$590 for a four-year PoW.

“This equates to around A$150 a year for a PoW,” the Minister pointed out.

“While direct comparisons can be difficult, the other major mining state, Queensland, charges an annual exploration fee of A$1 800, with annual mining fees of up to A$76 000.”

Western Australia’s fee system would start on July 1 and was expected to contribute A$2.7-million a year towards managing applications.

“But it is part of our wide-ranging Reforming Environmental Regulation programme, which is forecast to save the Western Australia resources industry more than A$30-million a year from now on,” Marmion said.
