Name and Location
Sintoukola potash project, Republic of Congo (RoC).

Client
Elemental Minerals.

Project Description
Sintoukola is a shallow, high-grade, low-cost, near-term sylvinite project, situated in the Kouilou province, in the south-west corner of the RoC.

The prefeasibility study envisages the production of two-million tonnes a year of muriate of potash from a conventional underground operation, with a 23-year mine life.

The project’s infrastructure includes mine-site facilities, a haul road and road trains, process-site and employee facilities, as well as general infrastructure, including power, natural gas, water supply and site access roads. Ore will be transported from the mine site to the process plant, located on the coast along a 36 km dedicated haul road using a fleet of 21 road trains.

Mine- and process-site facilities include the preparation of the overall platform, ancillary buildings and utilities such as power, water, fuel, lighting and waste management.

The employee facilities are located about 5 km from the process plant and will accommodate about 950 people. Electrical power will be sourced from the RoC national grid. A 220 kV transmission line will be constructed from the Mongo Kamba 2 substation, south of Pointe Noire, to the process plant, employee facilities and mine site.

Value
$1.85-billion.

Duration
The plan is to complete the feasibility study in the third quarter of 2013, with construction and implementation beginning in the fourth quarter.

Mining is expected to start in the first quarter of 2016 and first product shipped later that same year. Nameplate capacity of two-million tons a year is expected to be achieved by the first quarter of 2017.

Latest Developments
Elemental has been awarded a mining licence for the Sintoukola project.

The licence covers an estimated 205 km2, which is about 15% of the current exploration licence, and includes the mineral reserve and resource on which the Sintoukola PFS is based.
The environmental- and social-impact assessment permit is still outstanding.
