RSR Issues Two Improvement Directives to PRASA Metrorail Western Cape
The Railway Safety Regulator issued an improvement directive to Metrorail Western Cape on 13 March 2014. The improvement directive was issued for the poor condition of the track infrastructure between Cape Town Station and Woodstock in the vicinity of the Christiaan Barnard overpass.
Due to the poor condition of the track, a 15 km per hour speed restriction was imposed with immediate effect on all the main lines into Cape Town Station, until the infrastructure has been refurbished to its original design specifications. Furthermore Metrorail is required to provide RSR with a comprehensive corrective action project plan by 18 April 2014 which will show how Metrorail intends repairing the track infrastructure. The defects that were identified by the RSR include rotten sleepers, missing bolts, worn and cracked turnout components and general track geometry.
Another improvement directive was issued, on the same day, to Metrorail relating to the track condition on the east and the west sides of Bellville Station. Both the east and west sides outside the Belville Station were found to have similar defects as the track outside Cape Town. A 15km per hour speed restriction was imposed on the lines outside Belville Station. The corrective action project plan for these lines is required to be submitted by 18 April 2014.
The Improvement Directives are issued under Section 36 of the National Railway Safety Regulator Act, 2002 (Act 16, 2002 as amended).
The RSR will scrutinise the corrective action project plans and if they are found to be appropriate and sufficient, RSR will monitor the refurbishment projects closely until completion. Should PRASA not comply with these directives, the RSR will consider imposing penalties and closing the worst affected lines until the risks have been eliminated.
