Flanked by her deputy, as well as her departmental team, Energy Minister Mmamoloko Kubayi (centre) revealed on September 1 how government proposed to break a nearly two-year impasse in the signing of power purchase agreements for 26 renewable-energy projects procured in late 2015. The remedy involves a renegotiation of the tariffs to a maximum level of 77c/kWh and does not appear to be within the bounds of the procurement programme’s rules. It will be more than interesting to see whether all, or any, of the project developers concerned will be able to sign by the October 28 deadline set by Kubayi.
