Notes on Madibeng’s water delivery record and service protests in the North West

Municipal IQ’s Municipal Hotspots Monitor shows that since 2004, the North West province has accounted for over 10% of all service delivery protests in SA, and of these 42.3% raised water as a grievance. Madibeng municipality accounts for over one fifth of protests that have taken place in the North West (21.8%) over the same period.

It is of grave concern that of the 4 major protests staged in Madibeng in 2013, all raised water as a grievance - a long-standing issue in the municipality. It also needs to be noted according to the 2011 Census, more than one fifth of Madibeng residents (21.8%) were unable to access water within national norms - more than twice the proportion (10%) of similarly-sized (B1) municipalities

Methodology: Municipal IQ’s Hotspots Monitor collates major protests staged by community members (who can be identified as living in a particular ward) against a municipality, as recorded by the media (or other public domain sources such as SAPS releases). Such protestors raise issues that are the responsibility or perceived responsibility of local government. These protests may be violent or peaceful, but there is a clear dissatisfaction with the management of a municipality. Not included are issues falling outside of local government’s service delivery mandate such as demarcation, industrial relation disputes or clear party political issues (including candidate lists). Where protests are sustained over several days or weeks, these are recorded as a single entry, with qualitative details updated on the database.
