juwi clinches contracts for three solar PV projects

Solar energy equipment supplier juwi Renewable Energies has concluded three engineering, procurement and construction (EPC) and operation and maintenance (O&M) contracts with a combined value of R3-billion with African Infrastructure Investment Managers (AIIM), which will deliver 250 MW of additional solar photovoltaic (PV) electricity to South Africa’s power grid over the coming few years.

The agreements follow in the wake of Energy Minister Jeff Radebe’s announcement in April of the signing of power purchase agreements with the 27 independent power producer projects contracted under Round 4 of the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP). The R56-billion worth of projects will add 2 300 MW of renewable-energy capacity to the national grid over the next five years.

uwi has been contracted to build the 86 MW Waterloo Solar Park, located near Vryburg, in the North West; the 78 MW Bokamoso Solar Park, locted near Leeudoringstad, in the North West; and the 86 MW Droogfontein 2 Solar Park, located near Kimberley, in the Northern Cape.

Financial close on all three projects was achieved during July, enabling the projects to now move into the construction phase.

Construction will start at Droogfontein 2 in the third quarter of this year, at Bokamoso in the fourth quarter of this year and at Waterloo in the first quarter of 2019.

Under the deals signed, AIIM’s IDEAS Managed Fund is a 50.01% shareholder in the three projects, which were signed by juwi, under Round 4 of the REIPPPP.

Debt funding has been provided by financial institutions Absa and Nedbank.

uwi MD Greg Austin, meanwhile, commented that the company was “delighted to have closed the EPC and O&M contracts and the associated agreements with AIIM, together with their equity and debt partners”.

He explained that, for juwi, this represented a major milestone, as the addition of this 250 MW tripled juwi’s existing portfolio of solar PV projects constructed and operated in South Africa.

juwi will operate and maintain the solar plants for an initial period of five years from the start of commercial operation.

Further, some of the key social and economic benefits of the new solar facility investments include 100% South African ownership, 50% direct black ownership, greater than 65% black ownership, including indirect black ownership, and 40% black participation in EPC contracts, as well as the transition to majority black-owned operations and maintenance contractors.

Additionally, the three projects are expected to create over 1 600 jobs during construction and 4 000 jobs during the O&M phases.

“The renewable-energy sector brings real socioeconomic benefits to South Africa, offering significant job creation, and infrastructural development to facilitate economic growth and attract investment to the region,” said Austin, adding that the job benefits were enjoyed in diverse and more remote areas of the country as a result of the decentralised nature of renewable-energy projects.

He further explained that, as part of the deal package, juwi had committed to structuring its construction and operations companies to align with the Independent Power Producer Office’s black shareholder requests that arose after the projects had been confirmed as preferred bidders.
