There are complaints that many aspects of the proposed new legislative framework enshrined in the Mineral and Petroleum Resources Development Act (MPRDA) Amendment Bill are bad for business. The latest person to raise his voice against the MPRDA Bill is Democratic Alliance (DA) Parliamentary leader Mmusi Maimane, who warned last week that doing so would kill jobs and said the DA had petitioned President Jacob Zuma not to sign the Bill into law. Maimane wants the newly elected fifth Parliament to review all “job-killing Bills”, including the Labour Relations Amendment Bill, which will create a State-run employment agency to compete with private employment agencies, and also the Private Security Industry Regulation Amendment Bill, which will allow the Minister of Police to expropriate more than 51% of private security companies if they are foreign-owned. Maimane complains that, in its present form, the MPRDA Bill fosters zero market confidence in South Africa’s oil and gas future.
