Dubbo zirconia project gets PAC backing

PERTH (miningweekly.com) – The New South Wales Planning Assessment Commission (PAC) has backed the development of the Dubbo zirconia project, being developed by ASX-listed Alkane Resources.

The project was expected to extract some 19.5-million tonnes of rare metals and rare-earth ores from an opencut mine, over a 20-year mine-life, at a rate of one-million tonnes a year.

Alkane was also proposing to establish a processing facility to produce 75 000 t/y of concentrate, which would be transported to either Port Botany or Newcastle for export.

The mine would require an initial investment of A$1.06-billion, and would employ 400 people during construction and 250 staff during operations.

In its assessment, the PAC recommended that the project be approved subject to certain considerations, including air quality monitoring, water impacts, transport, long-term landform and land use. Other issues to be considered included impacts on the Taronga Western Plains Zoo, the loss of agricultural land and the impact on local fauna.

Alkane said this week that the company’s initial review of the PAC recommendations indicated that there was nothing that raised material concern for the development of the project.

The company further noted that the PAC approval was a major milestone for the project, and resulted in optimism that the project consent would be received within the budgeted timeframe.
