Infrastructure Development Bill designed to fast-track key projects
Cabinet has approved the gazetting of a new Bill aimed at fast-tracking and enhancing the coordination of South Africa’s planned strategic infrastructure projects (Sips).
The Infrastructure Development Bill, which will be gazetted for public comment, will ensure the continued existence of the Presidential Infrastructure Coordinating Commission (PICC), acting Cabinet spokesperson Phumla Williams has said.
The PICC – established and headed up by President Jacob Zuma – was tasked with supporting, integrating and coordinating South Africa’s long-term infrastructure build, which currently comprises 18 Sips.
Government plans to inject some R845-billion over the next three years and R4-trillion over 15 years into public infrastructure projects.
The PICC is also responsible for identifying infrastructure gaps through spatial mapping, which analyses future population growth, projected economic growth and areas of the country which are not served with water, electricity, roads, sanitation and communication.
Williams, during a post-Cabinet meeting media briefing, said that the new Bill would provide for the designation and implementation of the most economically or socially important Sips to the State and wider region.
It would also allow for public–private partnerships where the public sector was unable to implement a project on its own.
The Infrastructure Development Bill proposes the development of a steering committee comprising all stakeholders in the implementation of each project.
