It is now almost impossible to remember a time when commentators were not describing the South African Budget as the most difficult ever for a post-apartheid Finance Minister to navigate. Given the backdrop of worsening fiscal balances and looming elections, however, it is sadly no cliché this time around as Enoch Godongwana puts the final touches to his upcoming speech.
