Aus govt introduces Net Zero Authority

PERTH (miningweekly.com) – The federal government on Friday announced it would legislate a national Net Zero Authority to ensure the workers, industries and communities that have powered Australia for generations can seize the opportunities of Australia’s net zero transformation.

The Authority will have responsibility for promoting the orderly and positive economic transformation associated with achieving net zero emissions, supporting workers in emissions-intensive sectors to access new employment, skills and support as the net zero transformation continues.

The Authority will also coordinate programmes and policies across government to support regions and communities to attract and take advantage of new clean energy industries, set those industries up for success, and help investors and companies to engage with net zero transformation opportunities.

In a joint statement on Friday, Prime Minister Anthony Albanese and Minister for Climate Change and Energy, Chris Bowen said in order to kickstart the Authority’s responsibilities immediately, the government intends to establish an Agency from July 1 this year, initially housed in the Department of Prime Minister and Cabinet. The Agency will also lead on providing advice to government on the final design and establishment of the legislated National Net Zero Authority.

The Authority will work with state, territory and local governments, existing regional bodies, unions, industry, investors, First Nations groups and others to help key regions, industries, employers and others proactively manage the transformation to a clean energy economy.

The government will also provide additional funding from the A$1.9-billion Powering the Regions Fund to support existing industry, such as rail and aviation, and new clean energy industries, with the creation of a A$400-million Industrial Transformation Stream.

Both the Clean Energy Council and the Climate Council have welcomed the establishment of the Net Zero Authority, with the Clean Energy Council on Friday saying it would safeguard worker support, ensure regional employment and enrich education in the sector and beyond.

“A Net Zero Authority is a vital piece of the puzzle as we shift towards a cleaner, more prosperous economic future for all Australians," CEO Kane Thornton said.

“To achieve net-zero emissions by 2050, Australia will require critical transformations over three decades, and establishing a Net Zero Authority will allow Australians to work toward a cleaner future.

“The clean energy transition can be transformative for Australia's regional communities, providing low-cost, renewable energy to consumers and long-term employment pathways in the clean energy sector.

“A Net Zero Authority with dedicated funding and a long-term mandate will ensure the appropriate level of coordination, durability and leadership necessary to achieve a genuinely just energy transition,” he added.

Climate Council CEO Amanda McKenzie said the announcement would see Australia grab hold of the huge opportunities for clean, cheap energy and strong new growth industries as the world charges ahead on a trajectory to net zero.

“Australia’s global allies and trading partners are forging ahead with the transition to net zero and it makes perfect sense for Australia to get in the game. Taking strong action now is the best way to ensure Australia captures growing markets for clean energy and low emissions products, to power the next era of our national prosperity,” McKenzie said.

Meanwhile, the Mining and Energy Union (MEU) has also welcomed the Authority, saying it would be a "game change" for workers and communities affected by the energy transition.

MEU general president Tony Maher said the Authority would have workers’ backs at a time of rapid change in the energy sector.

“Workers in coal-fired power stations and associated coal mines are living with the reality that the timeline for closure of coal-fired power stations is accelerating,” he said. 

“Until now, coordinated federal support for coal-power workers and communities has been the missing piece when it comes to climate and energy policy. Today’s announcement means that the future of workers in emissions-intensive facilities facing closure won’t be simply left up to patchy employer programmes and struggling local job markets.

“The Authority will have powers to support workers into new jobs and to facilitate investment in affected communities to create the good jobs of the future,” Maher said.

“We know from looking around the world energy transition can be done well or poorly, with consequent positive or devastating outcomes for energy-dependent regions. 
 
“With today’s announcement, Australia is setting out on a path of doing energy transition well. The benefits of the Net Zero Authority will flow through our regional communities in terms of jobs, economic activity and positive social outcomes for generations,” he added.
