MPRDA Amendment Bill to come under the spotlight at Joburg workshop
The Nelson Mandela Institute at the University of the Witwatersrand, in Johan- nesburg, is to host a workshop titled ‘Towards sustainable mining: mining and environ- mental regulatory reforms in South Africa’ on September 4 to address the reforms ushered in by the Mineral and Petroleum Resources Development Act (MPRDA) Amend-ment Bill 2013.
The workshop aims to assess the extent to which the changed regulatory landscape advances the objectives of sustainable mining as envisioned in the Amendment Bill.
Workshop coordinator Julie Dunsford notes that the workshop will enable participants to develop a shared understanding and share in visions and strategies of how to effectively respond to the changed landscape to improve compliance and reduce potential conflict among stakeholders.
“The workshop is also expected to illuminate potential global trade implications of the proposal to regulate trade in mineral resources,” she points out.
This comes after Mineral Resources Minister Advocate Ngoako Ramtlhodi announced last month during his Budget Vote speech in Parliament the establishment of an inter-Ministerial committee that will deal with the regulations under the Amendment Bill passed by Parliament on March 12, causing concern among industry stakeholders.
Dunsford says some of the issues to be dis-cussed at the workshop include beneficiation and sustainability in the context of the National Development Plan, cooperative governance in mining and environmental regulation, the participation of the State, trusteeship and communities stipulated in the Amendment Bill, and the global trade and investment implications of the regulations of the Amendment Bill Act.
