The effectiveness of South Africa’s economic response to the Covid-19 pandemic could be significantly boosted if it is accompanied by the structural reforms that have long been required to bolster the country’s growth potential. In the absence of such reforms in areas such as energy and communications, the fiscal programmes being launched to reignite the economy will fall short of target.
