While much of President Cyril Ramaphosa’s plan to tackle load-shedding is focused on utility-scale solutions, it also includes some space for micro-level action, mostly in the form of rooftop solar. The plan includes a proposal for a feed-in tariff, which could help unlock the ‘rooftop revolution’ already under way. Ensuring the move is sustainable will require a restructuring of the tariff architecture, however, so that nongenerating consumers are not prejudiced, and the risks of utility death spirals are mitigated.
