It appears that the Department of Mineral Resources (DMR), as the aberrant creator of Mining Charter III, is the only organisation that likes Mining Charter III. Influential labour unions dislike it, community organisations condemn it, the African National Congress has called on the DMR to take it back to the drawing board, the mining industry has persuaded Mineral Resources Minister Mosebenzi Zwane to refrain from implementing it until a full bench of High Court judges has had a look at it and the South African Communist Party reviles it as another attempt at looting public resources. There is no way that Mining Charter III can now avoid being brought into line so that South Africa can start scoring again on the field of mining play.
