Firm offers labour solutions to mines

Integrated employment management solutions company Quyn will use its presence, contacts and previous experience in projects in Mozambique to supply bespoke employment management solutions to its mining sector, says Quyn Mozambique country manager Nelo Teixeira.

Quyn provides a range of tailored employment management solutions for multiple industries, including the mining sector. The solutions include the recruitment of permanent, temporary and project-specific staff, payroll bureau and administration services.

Teixeira is positive about Quyn’s prospects in the country, particularly as several mineral- and energy-related projects are set to attract more investment and development.

“Different industries in Mozambique have generally been more accustomed to recruiting workers directly, but we’re one of the first recruitment companies in the country that has approached specific industries, such as the railway sector, to handle recruitment for them. This helps with projects that are not permanent, as we can provide our services to conduct legal temporary employment contracts through the Ministry of Labour, which uses us to help miners with recruitment in the country,” he explains.

Quyn had to apply for a special recruitment services licence in 2019 to attain official recognition as a recruitment company operating in Mozambique.

Teixeira also emphasises the importance that the Ministry of Labour places on hiring local workers. For example, it is required that, for every foreign worker who is recruited, up to ten local workers must be recruited.

“We’ve had discussions with the Ministry of Labour regarding this. In certain projects that are very labour intensive, this can be accommodated, but it can be difficult to recruit people with the right skills for more skilled labour, owing to the lack of specialised skills in country.”

He adds that the Ministry agreed that for certain projects which require skilled labour – such as energy company Total’s liquefied natural gas (LNG) project – exceptions can be made if the necessary skills are not available in Mozambique. Teixeira highlights the impact of Covid-19, and the insurgent attacks and instability in Cabo Delgado, on projects in the region and, consequently, Quyn’s involvement in the country.

He states that, prior to the force majeure declared on Total’s LNG project in April 2021, Quyn was prepared to assist in recruiting and providing up to

4 000 workers out of the 40 000 workers who would be required for the project.

This was, however, curtailed when Total declared force majeure on the project, owing to the security concerns.

The impact of Covid-19 also forced Quyn to focus on other operating industries in Mozambique, as well as its business in South Africa.

With Total’s announcing that it plans to resume its LNG project in the third quarter of this year, and vaccination programmes under way in the country, Quyn is looking to continue supplying labour to the country’s minerals extraction sector.

“There’s a lack of skills in the country and there are many reasons for this, including security concerns, as well as recent natural disasters and the impact this has had on infrastructure. Our goal is to be one of the most reliable recruitment companies for the country and its mining sector,” he concludes.
