Notwithstanding last week’s second gazetting, the South African mining industry has won the first round of its fight against the errant Mineral Resources Minister, Mosebenzi Zwane, by getting him to provide a written undertaking that neither he nor his equally errant Department of Mineral Resources will “in any way” implement Mining Charter Three, pending judgment in an urgent High Court interdict application to be heard in September. In yet another gazette-happy afterthought, the Minister hurriedly put through the mineral right moratorium notice, but now the vicelike jaws of reason are putting the squeeze on both him and the longevity of his political career.
