Eskom has given its assurance that it will do what it can to limit rotational power cuts during the winter months. There are signs, however, that this winter could be both cold and dark. The undermaintained coal fleet is simply in no state to offer reliable supply and South Africa has not procured any new large-scale capacity since 2014. Some private capacity has been added by companies and households, but larger-scale investments remain mired in red tape.
