Water Infrastructure

Water infrastructure encompasses the physical systems and facilities required to collect, treat, store, distribute and manage water resources for human consumption, agriculture, industry and sanitation. The sector includes dams, reservoirs, treatment plants, pumping stations, pipelines, distribution networks, wastewater treatment facilities and stormwater management systems. Water infrastructure is fundamental to economic development, public health and urban functionality, providing potable water to households and businesses while managing sewage and industrial effluent. In Africa, water infrastructure development is a critical priority, with many countries investing in new dams, inter-basin transfer schemes and municipal reticulation networks to address water scarcity and service delivery challenges. The sector faces ongoing challenges including ageing assets, maintenance backlogs, non-revenue water losses through leaks and illegal connections, and the need for climate-resilient design. Financing water infrastructure typically involves a mix of government capital budgets, development finance institutions, municipal bonds and public-private partnerships. Operational responsibility usually rests with municipal water utilities or dedicated water boards, which must balance cost recovery with affordability and universal access mandates. Water infrastructure projects are subject to environmental impact assessments, water-use licensing and increasingly stringent effluent standards. The sector has seen growing adoption of smart metering, leak detection technology and water demand management strategies to optimise existing assets before building new capacity.
