New Finance Minister Pravin Gordhan (right) tells Mining Weekly that he would welcome written proposals from stakeholders and the mining industry on possible reforms to the mining incentives that the National Treasury gazetted on July 1 last year to assist junior mining companies and small and medium-sized nonmining businesses to access equity finance by providing a tax incentive for investors through venture capital company funds. Mining Weekly put it to him that the incentives have been found to be overly restrictive and have not been taken up. Gordhan reports, too, that the National Treasury is finalising the prudential regulatory framework for the regulation of foreign exposure by institutional investors. In this regard, draft proposals will be released shortly, opening up the process for public comment.
