Company assists in developing rural areas

Pan Mixers south Africa (PMSA) sales and marketing manager Quintin Booysen discusses the company's contribution to government's Rural Development Programme as well as new company developments.

Concrete, brick, block and paving machinery manufacturer Pan Mixers South Africa (PMSA) states that it is adding value to government’s Comprehensive Rural Development Programme (CRDP) through its range of capital equipment machinery and support services, which cater to the development of rural areas, using unskilled workers, in and around South Africa.

PMSA marketing and sales manager Quintin Booysen tells Engineering News that government’s CRDP initiative is successful in ensuring rural development in South Africa. “Coupled with the initiatives of the Department of Trade and Industry, such as the Black Business Supplier Development Programme, the CRDP initiative enables government to supply jobs where they are most needed.”

The CRDP programme, approved in 2009, is different from previous government strategies in rural areas, as it is based on a proactive participatory community-based planning approach to rural development, as opposed to an interventionist approach, states Booysen.

He highlights that, to ensure job creation, capital equipment for unskilled people has to be available. “Our equipment is simple, easily set up and robust. Brick-making generates a great number of jobs,” says Booysen, adding that some of PMSA’s smaller capital equipment machines can each create about 15 direct job, and the larger plants as many as 40 direct jobs. PMSA can, if needed, also provide skills training for automatic plants.

“Buying a large brick-making plant, such as the VB1X, has the potential to create between 30 and 40 direct jobs. “In addition, a large number of indirect jobs will also be created through the establishment of peripheral businesses, such as spaza shops and fresh food markets. “This results in the money-multiplier effect, whereby investment funds not only remain in the local community, by employing local people to operate machinery, but also show measureable growth over time,” notes Booysen.

He says government is overburdened with the supply of social grants to unskilled, struggling South Africans. “As a developing nation, the country has one of the highest social-grant systems, compared with other nations, but it should spend that money on creating sustainable capital formation to ensure job creation.”

Further, he notes that PMSA opened its showroom to the public in January and the official opening will take place this month. The company started the planning of its showroom project 18 months ago and construction started in mid-2012.

The area of the structure is close to 700 m2, houses up to 15 are of the sales and marketing staff and 400 m2 of showroom space is available, allowing clients to view capital equipment and discuss their requirements directly with sales staff.

Booysen told Engineering News in October 2012 that the showroom was a means of changing people’s perceptions of concrete being cold and aesthetically unpleasing and of showing end-users the performance and creative possibilities of concrete, while showcasing the range of concrete equipment PMSA had to offer.
